The date is extracted from time/@dateime in this tag:
<span class="time"><time class="post-published updated" datetime="2019-03-17T19:30:43+00:00">Last updated <b>Mar 17, 2019</b></time></span>
As you can see, the <time> tag has both `.post-published` and `.updated` class. So it could be date published or date last edited.
You argued what user see matters most, then you pass Mar 17, 2019 to `@datetime` function, you get `17 Mar 2019, 16:00` - but please read the label before " Mar 17, 2019" carefully, it's "Last updated". When you choose Mar 17, 2019, you're already against your argument "Between ‘date published’ and ‘date last edited’, choose ‘date published’ for articles."
Anyway, in such a case, I would say both are ok, I won't report such an issue to your template.
