- I prefer to use the same behavior that present in original site. If user share link to 5-th page of this article - he's expecting to see a 5-th page, not all content.
And, here is a few links where loading all pages using @inline isnt working (and not because of rules_too_slow):

It looks good and almost the same of how my previous template presents it. However, admins will reject your template too, because of not using @inline to show all the pages in one page.
Here's the issue which is created and also accepted by an admin so you can be sure:

If you think it's a bad idea to present all of them in one page because it might cause "rules_too_slow" error, don't worry; Telegram will handle this situation, it only occurs for the first load if it can't load all the contents. It's also (probably) because we're using development server of IV for the contest.
