It's a non target page, because it's a list of articles with common theme - "Choice to Use Contraceptives Now Up to South African Pupils". The list starts under share tools: there are multiple article previews with own date, author, and "read more" link. This page doesn't have those attributes.

Also you can look at URL of the page, which says "/group" instead of "/stories".

You either must generate IV for the page with all the previews and links as "read more" (but I believe these lists can be dynamic ) and without own date or do not generate IV at all.
