- I don't think so. The name in the beginning of the article text is a "source" and the name in "Written by" section is an actual author (a person who published the article on this website). Moreover, there are many pages with no person mentioned in the beginning of the article (e.g http://www.ammachiyudeadukkala.in/2017/05/creamy-shrimp-with-spinach.html ).

- If the content is submitted by the website's audience, and hence, the article text is user generated, then the person submitting the text could write or not write their name in any format, which may not be consistent.
So it's not required to include that name as the author of the original page itself. Preserving the name within the text body (as the original article does) is reasonable.
