Nowhere is reported the timezone, even in the <script> where you extracted the info, how can you be sure that the date is UTC?

In this case is, it more correct to apply "If conflicting dates are stored in multiple places on the source page, preference should be given to the time that is visible to the ordinary user who views the page in a browser."? (6.1.2)

The timezone it's said directly in the article 11:30 AM EST, means Eastern Standard Time
