It is not possible to reliably determine the publication date for this article. The unsupported element added by me warns about it. If you paid attention to it and as of the date in your IV (November 18, 2019 has not come yet!), you would not open this issue.
Publish date is required for news articles. And the page should not create an IV with the wrong date. On this site, the date is indicated without a year. For most articles, the year can be reliably determined by the date of publication of images. If the day and month of publication of the article coincides with the day and month of publication of the image, then take the year of publication of the image. But not for this article.
