I've found some pages where you attach these captions. However, they almost always duplicate the page title and are not visible to an ordinary user. These are just service fallbacks that are used when the images can't be loaded, and even in such cases they are often useless! TL;DR: not any @alt is a caption. Please compare them to the page title before appending.
