Under the Clarifications 6.6 it states
"There is one exception: blocks of external links leading to ‘Partner sites’ must always be removed along with other ads."

This is basically an advertisement page with the explicit purpose of linking to an external site.
Some clarification from Telegram would help.

Sorry, Yuri. That clarification was written to exclude blocks of links like 'This game will keep up until dawn' and '6 stupid things teenagers do with toasters'. Doesn't apply here.
