- author of blog don't follow any logic in formatting text. In most cases it's all right with image's captions. In this one - not. But I don't think that in this case it's really caption of image: with the same probability it is part of main text, just read it

- Sorry, but if it is a caption on the original site, you must display it as a caption in IV - important context could be lost in some cases if you do not do this
