It is not an image caption. Just an illustrated text.

It is a caption. If you open the same page on a mobile device, the only difference is that it's bold and black. Also there's a special class for images like these.

If there would be any other way to visually link this text with an image, I would:
- As a separate paragraph, it misses visual connection between the text and an image (there is)
- If we put <hr> around, it'll take too much space for a small image with two-line caption

So <figcaption>, I believe, is the best solution for this image.

There is no clear path here - an argument for having a figcaption or just a normal paragraph can be made here

So, for this case, it is up to the template creator
