That clearly must be a list of references (to h1–h6 headers). In other word, the table of content must be here.

- Maybe yes, but the purpose of having it would be doubtful. Just imagine, a reader opens an IV and the first things they see is a meta info and a big contents block. That list of references is even on the left on the site.
Moreover, the checklist says that "Anchor links must work properly on IV page if anchor links exist in the source". But these aren't anchor links and navigation is performed via "data-id" attributes. So I decided to not bother about this block.
