First of all. The reported issue and this case is a different thing. And you know that.

Second. That is part of the article and author purposefully added this to the end of the article. But framed it like a picture to attract attention.

Third. You analyze href. So why you dont remove link e.g. from these pages:
1) https://www.bankingtech.com/2018/08/due-to-popular-demand-banking-technology-awards-entry-deadline-extended/
2) https://www.bankingtech.com/2019/01/paytech-awards-2019-now-open-for-entries/
3) https://www.bankingtech.com/2018/06/banking-technology-awards-2018-celebrating-most-innovative-projects-of-the-year/
Check it carefully cause a lot of links lead to (like you told before) "banner" pages and sure enough these pages are not ad pages.
