Not target. Live page that can be updated in secs/mins/hours after publication, so it's kind of dynamic content. Can be detected by div[@id="live_updates"]. I have a few templates declined because of making IV for live pages during the past Contest :)

PS. Maybe we could do it for old live-articles, but there's no correct way to detect is live-stream outdated or not.
