I think we should proceed with discussion.
- It is separated with markup from the actual article.
- It appears right under cover, but not a caption to it (one should be familiar with Russian language to get it).
- Its pronouns (they are optional in Russian, but conceptually, they are there) are referring to the title. "On the first session of working group they studied .., they looked at ..". Who are "they"? "Perm authorities" from the title.
