It is a subscribtion link going to the common site subscription page (http://www.calcalist.co.il/home/1,7340,L-3857,00.html)

A widget is an element of a graphical user interface (GUI) that displays information or provides a specific way for a user to interact with the operating system or an application.

So part of content you have selected isn't a widget by definition and shouldn't be removed from a page as it is contained by original article and link in that paragraph can't be classified as partner link.
