We can use attrs or style attribute values where they are present. We can convert them to numbers and pick a threshold value for converting into Icons. Pick one you like, your guess is as good as anyone's.
But reducing the Icon to 16x16 won't do. I't just too small and blurry. It's not an improvement over leaving it full-width. The actual image is larger, and "max-width" property that limits its size on the source page is higher too.
