- In my opinion, attr. style="padding-left: 40px;" is not a reliable way of identifying a blockquote. Left padding may have any element, furthermore it's value can be different, e.g. here https://www.crowdfundinsider.com/2018/07/133569-orca-cofounder-jordan-stodart-shares-update-and-quiz-info-ready-to-put-your-p2p-knowledge-to-the-test/ it's 30px.

On this site, different authors use either <blockquote> or padding-left to format blockquotes; in this article, the author is using both and padding-left must be transformed in <blockquote>.
