From the checklist 6.1.3
"A subtitle is a subordinate title of a published work or article giving additional information about its content."
Obviously, it is a subordinate of the title and it gives additional information about the content.
And even it can be a lead paragraph, checklist says "We will not accept issues on templates for presenting the lead paragraph as the subtitle in IV.
