This is the "Classifieds" page, showing a collection of advertisements. Advertisements are added or removed periodically, thus being not suited to have an Instant View as the content is not static.

Service areas of websites, such as contacts pages don't need an iv, I can't see any form or sth else that needed to an interaction, it is just text and nothing more

as you can see email and phone number and address and etc exist in that page and all of them can be change time to time but that wasn't a valid issue

- This is a dynamic page. If you look at archives of this page, the page changes often.
Note that IVs are cached. An IV for a page like this will always be outdated.
This page should not generate an IV.
Also, the referred to link is not related and for a different case.
