Extra divider not present in the source. Marked section should be a footer

- Is there a specific rule regarding how this block should be transformed into?
Blocks having "footnode" class should be just separated from the rest of the content, and blocks having "newssign" should be transformed into <footer> (still, only in my opinion). Check the page featuring both such blocks:

P. S. For me, only block containing small amount of text may be <footer>s as a lot of text in grey doesn't look very nice. Just my opinion.
