Nope, that's not a class for captions. ".f-1 { font-size: .9em!important; }" — that's a class for a little bit smaller text. Smaller text is not necessary a caption.

Examples when this class is used not for captons:
1) https://dela.ru/news/229310/ — it is used in a paragraph. And it's not a caption. Wanna mistake some paragraph for a caption? Then go ahead.
2) https://dela.ru/news/146820/ — it is used INSIDE a caption. Wanna mistake a caption for a part of a caption? Then go ahead.

In this case it's also in the next paragraph. Smaller text in the next paragraph. So what? That's not some rigid style for captions on this site. That's just another ugly way to make something look caption-ish that some specific site editor used in one (or maybe a couple) articles. There is no real pattern in such things, hunting for them is futile.
