I think this should be converted to a quote.

- That's a too complex block for a <blockquote>. There is a photo in it and many paragraphs. In your template, you also moved the title of the block to the quote <cite> parameter. As a result, the reader has to scroll a lot to see who is the author of the quote. You also separated the quote author name and their photo. I believe the block is OK as it is.
