- Sometimes these blocks break out part of a sentence. E.g. search for "обеспечив возможность подключения зданий, которые будут строиться в этих районах в будущем" here: https://dela.ru/interview/233784/
This formatting looks better in cases like that.
Anyway, this is a stylistic choice and cannot be a basis for rejection. I see 4 different formats between templates
