No need to preserve dividers. If none link in related block have IV then we'll left with two dividers in middle of text with no reason

So how can I identify it? By prev-sibling::hr?
But what if another related article will be without <hr> before and after? So some <hr> from beginning of article will be removed? Not identifiable.
