Not at all. The main value of this site is articles like this https://dom.gosuslugi.ru/webhelp/main/index.html#source/sostoyanie_zhilogo_fonda.html . They are very meaningful for Russian citizens.

But I agree, articles like yours should be fixed, cause it`s not possible make them IV, service just redirecting to the main page.
