we need add any element which users can see when open this page on browser so this related blocks will not in original page because there are have stlye atribute with "display:none;" value so we must not present this block...

Today it hidden using style="display:none", tomorrow it will be hidden using style="visibility:hidden", there are many ways to hide something from user. This block is present on page, it clearly identificable by 'related_news_sec' classname and it has the title 'RELATED News', so I think it can be present on IV.

Also rules of IV 2.0 contest says that it is obligatory to format related links when they identifiable, thats why I prefer to show <related> block if it exists in article, even if it hidden in original.
