If you open this page in your browser, you'll notice that time isn't displayed to the user at all at this page. What you see in Telegram IV editor isn't displayed on actual page. So we need to display both date and time. Citing rules for you: "The date AND TIME of publication is obligatory for news publications. It must be obtained by any means possible, including meta tags, etc."

Yes, it IS obligatory for news publication, but it's an article, not a news publication! So if the date and time is not shown to the user, it's optional to obtain it by meta tags.

In the telegram bot, under the author section, you can barely see the date, but no time is shown.

It's an article and it's optional to obtain the time and date from meta tags. The website isn't a news website, so it's not necessary to get the time from the meta tags.
