Not blockquote, just textbox

- Nope, those are blockquotes in 99% of the time. They either contain 'quoted' blocks of text, like here, those are quotes from somewhere, or they are literal blockquotes in other articles, even with a person speaking literally mentioned in the beginning.
Those are not separated parts of articles, you can clearly see that in your sample, right before both of those are there's info that something is going to be quoted and you should know it, you know Russian language. :)
