Duplicated dividers

- <hr> separating is used for .quoting2div, but there're two nested .quoting2div's that doesn't seem to be a correct layout.

- 1) The block has a broken markup indeed
2) Both reporters provided the same article with this issue
3) Recent event articles have different formatting
Not critical enough to reject the template, but kindly do some checks for rules with <hr> in the new template versions to avoid such situation in a future.
