Okay, sorry for duplicated issues but I wanted to explain you why here it's actually matters.

Issues you linked are non valid, because those empty paragraphs existed in original source and yeah, it's not always safe to remove them.

In this sample though, you are the one who crated those empty lines - you broke that blockquote, those lines are not there in original source.

Just don't add any <br> inside <li>.
