Some of this sites have no IV, so you will lose this links entirely.

They are essential part of content, so this behaviour is unnaceptable

These blocks contain related articles. Can be identified in clear way. There is no problem to detect all elements.

From rules you missed the whole paragraph:
Note 2: We designed the RelatedArticles block to deliver a better IV-reading experience to the users. The IV engine automatically checks whether articles in the <related> block have an IV, you don't need to worry about this. If pages have no IV, they will not be displayed. If this results in an empty block, it will not be displayed.

So *you don't need to worry about this*

IMHO. Other sites could be added soon. You can add domain to achieve this. For instance fedpress.ru already has been added - just check main page of Contest.
