The photo must be shown. If for some reason you can not show media files. Then the page should not be displayed. The page should be marked as @ unsupported.

This is an issue of not supporting .jpg.hnheho format, it makes no difference for the end user, whether it is marked as unsupported or Telegram fails to find media source, the IV page will not be generated.
