- I agree that it's static, but I don't agree that it should have IV. This page is not article, it's analogue of compliant book where users of site can post any suggestions to author of site. In comments. So it makes no sense to show this page in IV without showing comments themselves and without possibility to post them in it. And these features are dynamic content both
