No. Like I said earlier (https://instantview.telegram.org/contest/elementy.ru/template158/issue2/, also note https://instantview.telegram.org/contest/elementy.ru/template163/issue5/) this block ("ins_block") is not meant for blockquotes (QUOTES!), and <blockquote> tag was added here not for semantics, but for CSS styling (check the css).
