- What? it doesn't make any sense. In the source its defined as <blockquote>. Why should i change it? and since its not identifiable (Whether its center aligned block-quote or normal block-quote) I might convert a normal block-quote to a pull-quote if i decide on changing it manually like how you did which can lead to another problem. Its better to leave it as it is.
In any case pull-quotes and block-quotes are all quotes.
Probably the admin rejected the issue you received because it doesn't matter, pull quotes are better OK but its optional to change what the website seems to do wrong or at least in a different way.

1) A rule in the style sheet makes all blockquotes center aligned
"If the original looks like a pullquote, IV should use a pullquote" -admin words.

2) As in this specific case, they are often pullquotes also semantically
