I disagree.

1. These links are wrapped in <blockquote> in the source, I added nothing. Furthermore you can think them like quoted links.

2. Your template turns them into list items. This probably seems fine in this article because the links are presented like a list, but this is not always true: https://instantview.telegram.org/contest/esi-africa.com/template9/?url=https%3A%2F%2Fwww.esi-africa.com%2Fesi-insights-12-cop24%2F

3. The example you provide is not applicable here since it is about the semantic difference between pullquote and blockquote.
