So if IV load pages to cache too long for its internal timer it is issue and we don't want muli-page articles at one page. No problem, if admins wish so. But I don't understand for what purpose rules about multipages articles at all. No one never can garantee that IV will be load all pages enough fast for its own rules on any domain.

It's only time to cache, no iterations, no additional rules, just one @inline and IV-timer.

Since there's no canonical redirection and it's not possible to display the content using inline, it's better to leave navigation links. Or optimize the template rules to avoid "RULES TOO SLOW" issue. Also it's possible to check wherever an article contains a lot of pages (links to all of them are present in the source) and to use @inline only for ones with 5 pages, for example.
Either way, a template that displays content is better than a template that doesn't
