It's a pullquote, not a blockquote. Its text duplicates text of next paragraph, it placed aside, so:

It's not a pullquote. Quotes must be formatted to match their appearance in the source article, provided it is possible to identify them (and their type) in a reliable way. In this case it looks like blockquote. It's not centered, but aligned to the left or right.

Moreover wiki says that:
"Pull quotes need not be a verbatim copy of the text being quoted".

Ordinary users don't know these rules like you and me. They believe what they see.
