That is clearly the caption of the image and it should put it as such. For sure it should not be put as a footer (in that case maybe it would be better also to put the image with it.
The face of the person, otherwise, is completely out of context and one could this that he is the subject of the article (not the author as actually is).

It's absolutely not a caption, it's additional information about author that I prefer to keep in article. Also, it "Experts" section of the site, so author's photo is enough to understanding who it is (author is also set properly).
I don't want to risk and mark this block as a caption.
