These "strange characters" you are mentioning are called HTML entities. They can be used to safely represent ("escape") some characters that might otherwise be invalid when passing around, such as in an XML.

Despite the preview showing the HTML entities as they are, Telegram for Android and Telegram for Desktop properly parse them and display the information.
