Not a table header. Table headers are the first row of the table which serves to describe the content of each column (obviously not the case here). Yes the visual rendering happens to match the one of the source but semantically it's not part of a table and is rather a table caption. Both other templates treat it that way. Of course, this applies to all articles with a "Ficha Tecnica" section (i.e. a lot).
I don't know why you think the header is inappropriate here O_o
