- Don't agree. You know that in original text it is usual plain text as in all article. It's bad way to identify in string <cite> by indirect marks like (don't know what did you choose, starting from "–" or not from capital letter after blockquote). Author choose not to designate this string like <cite>. And in other case he'll make it more somehow differently. Only one or two cases is bad reason to do these things. Especially when nothing of author's meaning was lost at all
