This is not related articles, cause if we look for really old article like this one http://grozny-inform.ru/news/regions/33199/ . We will see that "related block" also referenced to same articles, as the new one, that means, that those block will be changed each time new article in same category appeals.
So this is dynamic block, which should be removed.
