1. These are not related articles. These are "latest news" which implies the block is highly dynamic.
2. The element is not even visible on that particular page. There are "Breaking news", "Most discussed news" and "More news" only.

1. IV of the official Telegram Blog has "Recent News" block instead of "Related News" too. So I think it's allowed.
