The video is essential to this article and many articles on the site. Especially for this column, as it is mainly is about the video series "探射燈" on the site.
However, the method that I have used to generate the direct mp4 link of the video seems to fail when the video is fetched by Telegram, but the video can be viewed via my browser. The method that I found to get the direct video link is basically a hack, as the page itself does not provide the direct HTTP streaming link to videos on the site, rather the video link can be pieced together from metadata provided in the source of the page.
This problem seems to happen only for videos that are part of a video series on the site. Other videos for e.g. news articles can be fetched by Telegram correctly.
