Your url not exists on the site, game with GET params can do anything. Site user will never see a similar link and will not be able to open it.
Also, e.g
https://instantview.telegram.org/contest/hotgeo.ru/template27/?url=https%3A%2F%2Fhotgeo.ru%2Fscience%2F48016%3Fdo%3Dsearch%26subaction%3Dsearch%26story%3Dasd is not generate IV. But I also played with GET params.
