This picture is a full-fledged image with its own <figcaption> - ( Рис.1 ). It can not be converted to <pic>. In <pic> you need to insert icons that are directly in the text (example: http://prntscr.com/n3sags) or design elements that are not related to the article itself (example: http://prntscr.com/n3saz9).
