A magyar politikai kultúra az I. világháború végén nagyon mélyre süllyedt. A megosztott politikai csúcselit tagjai gyűlölték egymást, s ezt az addigi kormánypárti sajtó is „híven” tükrözte, amikor száz éve, 1917. június 15-én új kormányt alakított Esterházy Móric gróf.

The content here isn't blockquotted. Just because you see a different color or highlighting, doesn't make it blockquoted. It's not even blockquotted by the sense of the content. It's a colored box and that's it
It's as if people don't understand the concept of blockquote. It should represent a piece of information from other sources or people (generally quotes).
The part here is something like a foot-note. It's in no way a quote.
Using blockquote for colored boxes seems to be a trend and using it to submit issues seems to be a trend here
