The content here isn't blockquotted. Just because you see a different color or highlighting, doesn't make it blockquoted. It's not even blockquotted by the sense of the content. It's a colored box and that's it It's as if people don't understand the concept of blockquote. It should represent a piece of information from other sources or people (generally quotes). The part here is something like a foot-note. It's in no way a quote.
