However, I'd like to specify some details that can lead to acceptance of this issue.
1. There is no information about the timezone on the page, or on the website (or at least I haven't found any). How did the author understood, they don't work in UTC already? Or not in any other timezone?
2. Even if it is written somewhere, or he knows authors personally to ask them, is there any guarantee that previously pages wasn't published with UTC timeline, or won't do they in the future? (Same for any other timezone)
3. Finally, Russia has so-called Summer and Winter time (+/- 1 hours two times a year). Since datetime can accept only number, there will be wrong time (both UTC and Moscow) half a year. Not the best perspective as it can confuse users.
