Here's what I think, pullquote did make the template look beautiful, but the h3 is gone, hr is gone. Maybe admin could give us some suggestion?

In this case it's not suitable to format these blocks as pullquotes, because: 1) they aren't pullquotes 2) they are essential content of the article. Formatting them as a pullquote create reading difficulties.
